In 1978 the UTKAL LIBRARY ASSOCATION started an Institute of Library Science at Bhubaneswar in order to promote and organise the spread of public library movement throughtout the state of Odisha and the Oriya speaking trackts in the republic of India and to create facilites for acquiring proficiency in library science. This Institute imported education and training leading to certificate cource in library science as the syllabi of Utkal University. Later on this institute was made into a degree college leading to Bachlor of Library and information science and affliliated to Utkal University since 1981-82. This college was named after an eminet scholar late Pandit Nilakantha Dash. This college is being managed by a duly registered Governing body and now offering a training cource leading to bachelor of library and information science(B Lib I.Sc.) with due conceordance of Govenrment of Odisha.
This course is designed to initiate the students in the art of organising, administering and developing libraries and information centres; to enable them to manage effectively and scientificaly day to day work both technical and no technical in a modern library and information centre; to impress them the significant role played by the library and information centres in the social economics, educational and cultural life of a community and the need for them to be devoted and overfly professional and to provide them background knowledge abd training in the organisation and management of libraries and information centers.
